I would do that as well just because it’s more recent.  The person who got his 2018 file probably faulted him for not having a W2, which he maybe didn’t have if he worked for a foreign company.  They aren’t tax people at USCIS, so are probably on auto pilot...tax return, no W2...RFE.
 
When there is a fault given for the tax return, they automatically suggest a joint sponsor.  If your husband had sufficient income in 2019 or now, then you don’t need a joint sponsor. Fix the tax return issue, prove his current income,  and the joint sponsor suggestion goes away. 

I would......yes........the I-864 you previously submitted with not have the "most recent" tax information.

I also need to get a co-sponser which I was expecting might have been the case as my husbands only been earning over the requirement since August last year!

Unfortunately it doesn’t go into the details of RFE online, but at least you know applications are being processing. Hopefully it’s not anything major. Good luck and keep us posted.

My  university has something called a “diploma supplement” which explains the Irish university system and what degrees and grades are equivalent too. If your university has something similar you could submit that too just as some additional evidence 😀

at worst you`ll be delayed, but theres some rumor that family based gcs will be unaffected

General pieces of advice:
 
Do not panic. I repeat, do not panic. If you are in the US on a legal status, stay here, marry, and AOS. Get that AOS paperwork filed as soon as humanly possible, because even if GC issuances are suspended, having an AOS in process means your status will freeze as AOS applicant and you'll be fine. If you have a visa in hand and can travel to the US, do so as soon as humanly possible. Check with the airline that flights are still going to the US before you book. Check with the land crossing that they are allowing entrances on your visa classification. If you do not yet have a visa in hand, you were already looking at massive delays anyways, because the embassies aren't doing face to face interviews anyways.  
For those of you who have faith in a higher power, always remember, every single event you experience comes from that higher power. Trump can't so much as breathe without that higher power's ongoing and continuously regranted permission, the higher power cares about you, and orchestrates everything, including painful things like immigration delays and setbacks, for the ultimate best, even though a lot of times it doesn't feel like it.
