    Your dad and brother planning to visit you. Right? You don’t need to fill anything. Your dad and brother will apply for a visiting visa B1/B2 at the US consulate/embassy in the country they live. The wait times could be long depending on country just to get appointments for the visa interview. In some countries it can take up to two years.

    It is not just about breaking the law. A CBP officer can determine that a foreigner is abusing an ESTA by visiting so long and so often. They can be denied entry  and sent back home which is what the OP is worried about.
     
    They don't have to break the law to be denied entry.

    there's a path for both ur kids and ur husband. you cant "give" citizenship to your husband. all you can do is file petition to him, if it's approved with additional process, he can get his greencard....along the way, years later, he can file his citizenship by himself to USCIS. to get a GC through consular processing roughly between 1,5-2 years. ( not citizenship)

    The "visit Disney" advice is terrible, will just make everything look more suspicious and weird. 60 year old men don't "visit Disney" by themselves either, so obviously the actual reason for going to the US is to visit family there.

    I also agree a Parent is not a dependent.
     
    She can certainly buy though OCare and yes her income is her World Wide income not US.
     
    There are a variety of plans and even the most expensive does not cover everything by any stretch.

    I would be very surprised if they don't request DNA evidence, especially with the birth certificate not listing him as the father.  Sending money abroad is not evidence of a biological relationship.

Affordable healthcare in America has been a concern and challenge for Americans for a number of years. I am glad you are doing your research now because we have seen horror stories of immigrants bringing over elderly parents and only then finding out that they will have to pay $1000s of dollars a month to offer them adequate health coverage.
     
    Immigration requires a great deal of sacrifice; whether it is time, money, separation, or a combination of any of those. One of the main requires the US governments wants in order to sponsor an immigrant, is an assurance that the sponsor is capable to covering the financial burden. To put it in simple terms the government is basically saying, "You want to bring over loved ones, you have to be able to afford them." So to answer your question about help with benefits, you would be considered the initial help for your parents benefits. You can search for Affordable healthcare that fits your budget. Be warned that the more elderly and the more ailments your parents may have will increase the cost even at an "affordable" level.
     
    Fortunately, there are options for additional help. Many states offer coverage for new immigrants, including the elderly. You will have to some more research to find assistance and subsidization programs. Many are be based on your state residence. For example, Medi-Cal is a subsidized program that offers medical assistance to low income and disadvantaged individuals and families. Immigrants are eligible.
     
    If you provide the state your family will be living in there may be some members who are aware of support programs.

    She must be able to show clear intention to re-establish domicile in the USA at the NVC stage.
     
    Note the word "can't" is much more absolute than the word "need".  In your interview, choose your words carefully enough they are "accurate" and "true".  Nobody is going to believe, she "can't" go to the USA without you.  However it IS true, you cannot use your visa to enter before she does.

    There aren't any sponsors for tourist visa. You apply and interview, they decide if you get the visa or not.

    I replied but I guess I was ignored. You are not the first to blend families and far from the last. WHat you are wanting is just prolonging the inevitable. They will not adjust until all are in the same house and no longer feel like a vacation. That can be months to years.

    You had 4 yrs to discuss all things needed to blend your two families. If she arrives at the border with a different address then you and they ask about why you all will be living seperate. You can bet your last dollar that she will be on the next flight out. If they catch any whiff of something off they will turn your fiance right back.
     
    The visa as mentioned is to get married and adjust asap. They give you 90 days because sometimes it can be difficult to get a JP or someplace to get married. It is not a try before you buy visa. 
     
    Kids will do better adjusting when they aren't living in a temporary place and then put into the next place and wondering what is next. I moved here with 4 kids ages 8-16 I can tell you for sure if we lived in a temp home first then moved to my then fiance's home it would still be just as much of a learning curve for all involved. It takes months, possibly years to adjust. 90 days will not cut it. 
     
    Have you talked about expectations? Discipline? Bedtimes? From experience you discipline your kids and only your kids, do not step on the other parent's toes. The other parent handles their own kids. THis does not mean each other kids can be disrespectful at all. YOu two really need to come up with parenting plans. This can be easy or hard depending how you both handle things and the kids involved. If any have any type of learning, special needs, behaviour, disabilities and the other parent is not used to it that alone can cause issues. The way one handles a child who is not like the others can vary and many times if the other person has zero experience with things like that they will not understand.

    You may be eligible, but be mindful of a few things.
     
    First, if you are eligible, remember that the DV program has a lottery system.. So you may meet the requirements for eligibility, but you may not be one who is selected into the program.
     
    Second, it will still take some time. You can apply for the DV program for 2025. So it may still be a couple of years before you can migrate if selected.
     
    Like others have mentioned, you may want to see if your in-laws can apply for Citizenship.

    There is no "fastest possible" way.  All legal ways involve a long wait.  The sibling petition route is the longest - maybe 20 years.  I doubt he could get a work visa with his background, but he can always try to find an employer willing to sponsor him.  That route will also take years.

    One point of clarification, the I-130 is not a visa of any kind. It is a requirement for a family-based visa, but it is not a visa in and of itself. 
     
    I would just apply for your ESTA. I've travelled to the US, and renewed my ESTA while I had an I-130 approved and was waiting to process my immigrant visa. If your ESTA is approved, you'll likely just be fine—just go for a short trip, and be prepared to show that you have continuing ties to the UK.

    Buy into Medicare after 5 yrs as LPR ( if over 65) and pay big $$ 
     
    Live in a state that gives Medicaid benefits to LPR.. think there are about 5 of those.

    The K-1 is a "hybrid" visa, a nonimmigrant visa with immigrant intent.  They are granted by the Immigrant Visa Units at the consulates.
     
    To my understanding, Philippines K-1 recipients go through the CFO routine.  Don't overthink this issue.
