My spouse and I have lived in Egypt since we got married 3 years ago and she hasn't gone back to the USA since that time. knowing that she doesn't work  and we have a joint sponsor 
my question is does she need to be in the United States before I do the interview or it's okay since we have a joint sponsor?

She must be able to show clear intention to re-establish domicile in the USA at the NVC stage.

 

Note the word "can't" is much more absolute than the word "need".  In your interview, choose your words carefully enough they are "accurate" and "true".  Nobody is going to believe, she "can't" go to the USA without you.  However it IS true, you cannot use your visa to enter before she does.

No domicile proof means you're not coming to the US. Simple as that.

 

License is a good start, but more is needed.

We can upload her driver's license and college and bank mail that she received at her mam's apartment address, and for my joint sponsor (mother-in-law), we can upload the apartment lease and driver's license and mail.
Knowing that the NVC only asked for domicile proof from my joint sponsor, not my wife, we are planning to stay with my mother-in-law temporarily.

Could that work as proof?

Just because the NBC asked for domicile proof from your joint sponsor, it doesn't mean that your spouse will not be required too. Don't try to be smart with it. 

They are wanting to see her intent to establish domicile there as a proof that you are actually going to reside in the US and are not just wanting to apply for a green card when you don't plan on living here.

 

Here is a list of things that prove intent to live in the US:

A job lined up

Active US bank accounts

Lease/ deed

Library/ metro cards

Yes she filled her income tax and we uploaded it on the NVC
