If I move to the Philippines can I live there and apply for a F-1 or F-3 for my Flipina if I live there or do I have to have a permanent address in the USA if I want to move back to the USA after the approval?

What do you mean by F1 or F3?  What is the relationship of the Filipina to you?

F-1 is unmarried son / daughter (age 21+) of a U.S. citizen. Is she your daughter? If so, it will take at least 10 years for her visa to be issued. 

 

F-3 is married son / daughter of a U.S. citizen. Is she your married daughter? If so, it will take at least 20 years for her visa to be issued.

so I 130 is the spouse visa

 

are u USC or a green card holder as it makes a difference

no diveratives for her children if u are a citizen /the 2 would need separate petitions

That "our story" is from 2006. I would imagine he is either looking to bring her kids here now, or this is a new person he is applying for.
