Incorrect

 

The exclusion amount is the maximum income that can be deducted from the tax obligation.  A US Citizen still needs to file a tax return, even if the tax obligation is $0.  Only if the income is below the minimum for filing can a person not file.

This is no longer a DIY case.

 

You friend should get a tax attorney right away.  IRS will demand all 17 years of back taxes.  Technically your friend can meet with the IRS directly and work out a payment plan, but it will not be favorable to him.  A tax attorney can usually work out better terms.

The issue is not tax payment.  It's filing tax returns.  Payment is a separate issue.

The short answer is no 

- you need to be up to date on your taxes to sponsor 

- if your income is too low to file it is probably too low to sponsor

 

One or both of these need to be remedied, by back filing and paying any taxes owing and, if necessary, getting a joint sponsor.

You may find a relative to co-sign the form but I think it will be a major problem, besides you will have to attach a form to your petition and prove enough income to support your spouse,(I think for a period of five years), you will have to answer, why you did not pay income taxes for 17 years.
