You can write NVC and the embassy and inform them you are withdrawing the petition.  You can also refuse to sign the I-134, and a renewed letter of commitment to marry within 90 days of his entering the USA.  That alone ought to do the trick. If not you can notify CBP.  
 

You can refuse to marry him if he does get a K-1 visa and come to USA.  
 

If he does come to USA and does marry you within 90 days you can refuse to sign the I-864.  
 

I’ve no ideas about the civil litigation laws in the DR

 

Also your timeline says you are married to him already.  Sending a copy of the marriage certificate to the embassy, CBP, and USCIS should do the trick too

If your timeline is correct, then he is no longer eligible for the K1 visa as you are already married .. send a copy of the marriage certificate attached to the NOA1 with a cover letter to USCIS.. and it it makes it to the consulate send the same documentation to there. Refuse to provide an I 134 snd commitment  letter. Needs both of these to proceed..

Contact NVC and the consulate.  Tell them you want to withdraw the petition and application.  A withdrawal cannot be reversed short of starting from scratch again.  Any legal action you might want to take against your ex-fiance should be discussed with an attorney.  It is not an immigration matter.  Good luck.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Sorry to hear about this, but contact both the consulate and NVC and tell them you'd like to withdraw your application.

Withdrawal the petition. Mail a letter to the consulate/embassy in the DR and NVC stating your case number, both names and your DOB and let them know you no longer wish to continue the process.

Contact embassy and nvc to withdraw petition. Don't waste your money on a lawyer to file suit against him is not worth the money or stress. Just learned from this experience and dont believe what every guy says in DR...80% of them just wants to use american women to come to the USA

I think you can call the nvc to cancel your petition
