I would go further and say that even IF it is made free, that is very likely to only be the case for in-state residents of a particular CC system, not even all Americans. After all, the raison d’etre of a CC is to provide a low cost education to local residents. You know what would be a great filler for the budget hole... out of state/international fee raises.

Does anyone know when this is taking place?

no one knows.

And if so does it extend to F1 visa applicants or just American residents?

I expect this benefit will be for US citizens, LPRs, and aliens with no authorized presence.  Aliens with authorized presence and no green cards would not get this benefit.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

He also promised to cure cancer. I’d rather he get that done before he starts work on scrapping CC fees.

Well lofty aims are fine but any business or government official knows that the low hanging fruit may as well be picked while you’re figuring out how to get to the top of the tree.

Quickest and one of the easiest way now of days to get to the USA from Philippines is F1.  Have one set of friends bringing 2 cousins from Philippines on F1 to go to community college, only took 6 months.

Other friend found out and now she is going to get her sister here from Philippines.  Even our local community colleges advertises for F1 applicants

Yes but are they studying for free like OP wants? No one is surprised boatloads of people are using CCs to get student visas or that CCs are advertising for internationals to come pay rather excessive fees for what they actually get to help balance the books. Your link requires students to show they have $24k for their visa applications. You can get a real university degree for that kind of money per year in some western European countries.

I paid for my wife last year of college in Philippines to become a RN. I only paid $600 per semester, so a 4 year degree cost less than $3K in Philippines for a Bachelor of Science in Nursing.

The 24K is what the sponsor has to show in the bank.

Once they get to the USA they stay for a long time, When my fiance got her she had a cousin on student visa, she was in USA for about 5 years, and she also worked here.  She was in Florida most of the time, and then spent some time in New York.
