You do not need renew the green card if you have derived citizenship.   As long as you have a valid green card when a parent naturalized.

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

He and you would both apply for US passports with Department of State (DOS) because you already are US citizens. If the Post Office Acceptance Agents are reluctant to use his expired Green Card, try a different Post Office or go directly to DOS Passport Agency: https://travel.state.gov/content/travel/en/passports/get-fast/passport-agencies.html

No. The felony was committed after he became a US citizen per Section 320 of the Immigration and Nationality Act.

Take an original Certificate of Naturalization from either parent to a passport acceptance office - this is the fastest and cheapest way to prove citizenship.  Otherwise do an N-600, pay $1170 and wait.

Maybe. But this forum determined he is likely already a citizen

What is interesting is that presumably the OP has been renewing their GC regularly even though it appears they also derived citizenship from their parents.

Getting passport might be an issue depending on what the felony is.  International Drug Trafficking would bar that.  Just FYI

Getting a passport is a totally different story

In most cases, convicted felons are not barred from obtaining US passports. It's not as if a felony conviction automatically prevents someone from getting a US passport. In many situations, a convicted felon won't run into any trouble obtaining a US passport.Oct 16, 2019

 

 reasons for being unable to get a US passport

a person cannot get a passport if she crossed an international border while drug trafficking and was arrested and convicted for it

and

 the State Department decides that you are a real threat to national security or U.S. policy, you may be denied a passport. You will also be disqualified if you have been ruled legally incompetent, are subject to felony arrest or have been forbidden -- by court order, parole or probation -- from leaving the country.  (otherwise is he expecting to be arrested )

and

 sex offenders in the United States who are not able to get passports at all are people who have been convicted of sex tourism crimes

International Megan's Law prohibits the Department of State from issuing a passport to a covered sex offender without a unique identifier, 

On top of that many countries do not allow a felon in

and as a felon he is limited in the jobs he can have and he losses the right to vote

Its going to be very deny passport to a US citizen. Its extremely rare and very difficult as this. there have been only 228 denaturalization cases in the last 15 years.
