Material misrepresentation is a waivable, permanent bar.

False claim to US citizenship is an unwaivable, permanent bar.

 

The only real concern of having both is if you had a means to demonstrate that the unwaivable one was incorrectly applied.

application where someone proposes to be a USC is checked against SS #,  birth certificate (that is sent in) and other records

using any fake ID for an application would get anyone in more trouble than just a bar

probably went to school here, had a SSN, work permit ended so checked the box for being a US Citizen.

If I am understanding this correctly, then it would have to be a case where they happened to audit a place where someone had worked. Still kind of long odds, no?

If this is true, after three years the information that USCIS would use to prove a false claim would be gone?

It really sounds like you're fishing for a reason for somebody to lie (since it must be disclosed when applying for almost any immigration benefit), hoping they won't get caught.
