No idea what local immigraition attorney rates are, sorry. I would expect at least several thousand dollars + USCIS fees.

No reputable attorney is going to go along with this plan. Lying to immigration is a permanent bar on any visa. The petition will be signed under penalty of perjury too, so he can get in trouble too. You're risking really screwing things up for everybody.

"How will they know" is never a good plan with immigration.

This forum does not condone people breaking the law, regardless of whether or not you think you can get away with it. It’s often more transparent to a trained official than you think though, so you’re probably looking at a lifetime ban from the US and your cousin potentially at jail time. Way to go.
