If you miss him that much you could go and live in Tunisia. Now that you have citizenship here you can come and go as you please.

Short answer - 15 years more or less.

Long answer - 15 years. Lawyers have no impact on USCIS whatsoever. Him coming to "visit for 15years" is basically an illegal immigration. As it's F4, it wont be forgiven and he'd get a ban. English studies won't get him work visa. There is no other way apart from DV lottery (how i got to US). My parents filed for DV every year since early 2000's until 2011 they won. Still quicker than F4.

I am not saying that by any means, I stated is there a faster way like to bring him on a touristic Visa and try to adjust the status here in the states! That is an example of VISA fraud.  Enter on one visa for a purpose not allowed by that VISA.
