No.  LPR parents petitioning for children do so in the family based categories; F2a and F2b.  

IR is reserved for the spouse, parent, or unmarried child under 21 of a USC.

Ah, thank you! I should probably know these things.

 

So then the way to do it, assuming everything lined up, would be: petition, as a USC, your parent(s) to come here as an IR. Once complete and they have their GC in-hand, have them apply for their child under 21 under F2(A) which is current presently, or F2(B) if they are unmarried and over 21?

Be prepared for the eternal waiting game. Be prepared for average news.

Yep, F2a ia usually c 2 years, current situation is an anomaly.

No, no sibling is IR, and they will be F2A as under 21 child of lpr, so still a wait, but “only” a couple of years usually.
