From what I am hearing, this is changing fairly rapidly.  As to business owners and managers turning their heads, I don't think that is a partisan issue.  By your logic, California being an extremely Blue state must have a lot of business owners and managers turning blind eyes, heck, I think the entire sate has sanctuary status now.

this is actually starting to become true, Texas is becoming purple as people from California relocate here because of lower cost of living. I think in the next 15 years or so it will be back and forth between red and blue. Most of the major metropolitan areas with the exception of Ft Worth I think are generally blue, and its mostly rural areas that are solid red.

 

San Antonio is probably the second most blue city in the state after Austin
