Here is what USCIS says, "Affidavits sworn to or affirmed by at least two people who have known both of you since your conditional residence was granted and have personal knowledge of your marriage and relationship. (Such persons may be required to testify before an immigration officer as to the information contained in the affidavit.) The original affidavit must be submitted and also contain the following information regarding the person making the affidavit: his or her full name and address; date and place of birth; relationship to you or your spouse, if any; and full information and complete details explaining how the person acquired his or her knowledge. Affidavits must be supported by other types of evidence listed above."

So reading the USCIS site, am I correct to think that we can technically apply for my husband's citizenship before the conditions are removed if it takes 15-24 months?  (As he has been in the country for 3 years at that point)

He can apply for citizenship as soon as his early filing date for the N-400 is reached. He may file the N-400 even if the I-751 is still pending.

He has to be in the country for 3 years and residing with you for 3 years as well, as far as I know.

You have to have been issued a Permanent Resident Card (formerly called Alien Registration Card).

Right, you need to have the GC in order to complete the N-400 process, but one can file the process while the I-751 is pending as long as all other conditions are met. But you won't be able to complete naturalisation until you can hand over the GC in the process.

You can file for citizenship 3 years minus 90 days from the "resident since" date of your greencard.

 

Meaning it's not enough to have lived in the US for 3 years, you must have been a Legal Permanent Resident for 3 years (minus 90 days) AND married to the same USC the entire time.

 

You can file for citizenship as soon as you're eligible, it doesn't matter if your ROC is still pending.

This is true, those affidavits are pretty much useless as "proof" as anyone can make anything up. Only those who have very little other proof use affidavits.

Affidavits aren't required.  If you have other strong evidence, they probably aren't needed anyway.  In comparison to other legal documents, they are pretty weak pieces, to be honest.

It was harder to assemble the package than I had first thought. I didn't have time to find some good tab/divider system so these lose sticker tabs had to be my emergency solution. Shouldn't matter much, hopefully.

That's basically what I did and mine was sloppier than yours, heh, so I hope we'll both be fine!!

 

I'm pretty sure USCIS rips off all of our tabs and reorganizes it all according to their own filing system in the end anyhow.
