I am a US citizen and want to bring my brother (UK citizen) to the US. 

 

Does anyone know a likely time frame from submitting the paperwork to the green card being issued?

That would be optimistic, of course it depends if the category is still around and if not what happens to petitions already filed.

On average, current wait time right now is 12+ years from that country of origin. F4 sibling visas are the lowest on the preference list for family-based immigration, so to speak.  Also, the sibling category may not even be around with immigration reform a decade from now...who's to know.

 

Be thankful your sibling is not from the Philippines where the average wait time is around 22 years.

If you check out the monthly USCIS bulletin you will see towards the bottom the month and year for current family based visas. It appears the the F4 (sibling visa) is currently at 22 May 05. So the guesstimate of 14 years is pretty close.

The category for siblings is F4. The monthly visa bulletin, first table, tells you what priority date (date the application was received by uscis) is being processed. See https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2019/visa-bulletin-for-february-2019.html you’ll see for F4, this is currently 22 June 2005. So cases from 13.5 years ago are currently being processed. Bear in mind the category is numerically limited  per year and more and more people get added to the waitlist every year, so it tends to get slower over time, hence it’s reasonable to estimate 15 years (some would think more) from now.

Also a bit confusing..in this thread from March 2018, you were asking advice for a way to move to the US and were thinking about a J-1 visa...Now January 2019 you are a US citizen?

No. Priority is based on category being sponsored under. A green card holder can’t sponsor a sibling so it’s irrelevant anyway.

Normally with different perspectives, both threads wouldn't have started with "I am", referring to yourself....just want to make sure for clarity.

You’ll find people's willingness to be helpful here falls dramatically when posters are perceived to be untruthful and/or leaving out chunks of the story, hence wasting people’s time. Some clarity on the exact situation would be helpful all round.
