Just to expand on the above answer, "consummated" for immigration purposes means spending a night together, what you actually do during that time is your own business.

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Ban does not apply to Pakistan nationals; not aware of doctors facing any out-of-the-routine scrutiny, and I follow news from the sub-continent.

If he's a US citizen there is no reason for him to be denied entry into the USA. And I can find no reports anywhere that USCs were banned, even if they are originally from another country. And Pakistan doesn't even fall into the list of banned countries.

 

It sounds like he is making excuses to not see you. Red flag! Ever seen the TV show Catfish?

There is no type of family based visa that will allow you to come to the US without meeting face to face at least once. And if you’re from a high fraud country, which I think Pakistan is not sure about that though bu5 I believe it is, once isn’t enough. Find a way to get to him, or meet at a different country.

This sounds like "I've got a wife (and probably kid(s)), so sorry, nothing is going to happen."  Even if he is not attached, this is just complete BS, sorry. He's hiding something.

OP to answer your question ... no its not possible to get a visa like that

 

you might want to ask him in detail what his status is in USA

 

given the information you provided, it might be possible (unlikely though) that he is on OPT visa and he is scared to leave the country

I've just confirmed, he only has a permit to work. Neither resident not citizen.

I've confirmed he only has a permit to work. Is it possible that we have our nikkah on Skype and I go meet him. Have proof of meeting in person. And then apply for Visa.

 

Or we have our nikkah. And I apply for visit Visa that I'm going to meet my husband. Spend time there. Come back and then apply for spouse visa.
