“Deserve”is never a term that works for visas, for the US or anywhere else. They are a privilege, not a right. Abusing a privilege makes it less likely to be granted in future.

so let me get this straight

1- You entered the country on a visitor's visa with 6 months validity

2- You stayed 11 months after the original 6 months validity

3- So a total of 17 months

 

If all of this is true, you most likely have a ban. 

Things you need to do

verify your travel history here https://i94.cbp.dhs.gov/I94/#/recent-search and find out if they did allow you to stay 6 months on your VWP, and if that was indeed true; how did you survive for 17 months without working?

OP, think of it this way...

 

You allow someone to stay in your home. The person asked nicely and promised to abide by the house rules you clearly gave to him.

 

However, he broke the rules of your home. And stayed 11 months longer than you said he could. 

 

Now he wants to stay in your home again. What would be your answer?

"the law"?  if you overstayed on a tourist visa, you won't get another tourist visa. Your overstaying is proof that you don't have ties to your country
