This is incorrect. Thousands of people marry on tourist visas, including destination weddings such as Las Vegas. OP indicated no intent to immigrate - they clearly said they will be returning and pursuing a spousal visa.

If she moves to another country, then the change needs to be made at the NVC stage. She should put closest estimates.
