Took my husband 5 months to get a job(at Walmart). Took him a year to find a job in his field(engineering).
He took any job he could get. He did backbreaking work loading trucks at Walmart for very little pay. When he did find a job in his field, he was hired as an intern for even less money than he earned at Walmart. He took the intern position to get his foot in the door and it worked. After 3 months they hired him as a full time engineer. He had several years of experience in his field in his home country, but US employers wanted US experience.

Have you explored HR Certifications in the US? To my knowledge there are two options either hrci.org or shrm.org both with different certifications depending on you experience. IF you don't have a lot of background and experience in the HR field one may benefit you more than the other. If you have minimal HR experience or education in HR the aPHR certification from HRCI could be a good place to start, minimum education is a high school diploma with no HR work experience I believe.

My wife had two job offers when she applied for both of them. She started working two days after EAD came in the mail. Where we live it is season so tons of jobs to be had. Now in our summer months her hours will be cut. That’s just the way it is in Florida.

Well, how much experience do you have in HR? College degree or not? Try a different field. Houston is a huge city. Look for jobs on Indeed and Glassdoor dot com. You're also competing against new college graduates every year and people that have years of domestic experience.

Also, I used to explicitly state in my covering letter that I did not require sponsorship from the employer. Especially trying to land that first job bc my entire resume was non-US experience.

Sometimes you have to take a step backwards or to the side to get where you want to go. I had a really good job in the UK and I was concerned I wouldn’t be able to do as well here. As soon as we had the NOA1 (yep, as early as that) I started putting out the feelers in my industry, networking, etc. I was interviewed by my current employer before my embassy interview and a provisional offer was made on the understanding I’d get my visa. I started work less than 2 weeks after I arrived (it would have been sooner but I landed on December 19 and my line manager was off for the holidays and I also wanted to spend some time settling in before going to work). The job was a few steps below where I was in the U.K. But I’ve been there three years now and I’m now slightly higher than I was in the U.K.

Where I am at it is very common for those in HR to have a masters degree. Maybe your education could be part of it as well? As others suggested don’t be afraid to work at the bottom and start your way up especially since you aren’t familiar with US HR policies. Have you seeked entry level jobs or just those that require a lot of experience? Indeed.com is my favorite job search site

Also if possible take courses here in human resources. Laws are different everywhere.
Since you havent worked here yet, employers may feel that you won't understand the working culture in the usa. Any retail job will do, walmart or target.

Our cousins came here on DVs a year ago. Both had IT education and training. The husband sent out many many resumes and had many interviews, but nothing came up immediately, so he settled for Door Dash, then Walmart, then Amazon, and eventually he got a good paying IT job. It takes time to build connections, and get your name out there, but there are certainly jobs out there.

Each city has a chamber of commerce. Find it.
Once you find it - talk with the secretary - tell her you want a schedule of events and let her know you'd like to attend.
Then - go in person to the Chamber of Commerce Office - talk with the President of the Chamber, tell him/her you want to volunteer at several of their events.
Attendees at chamber events are business owners and sales geeks, all looking for new business. It usually is an informal-enough gathering where you can approach people and talk with them.
Now, the cool thing about being a volunteer there - is that you will be talking to everyone at least once - you might be at the reception table, you might be at the greeters table, you might help to run the audio/video system - whatever - but - the point is that you can meet everyone there, face to face.
Attend 2 or 3 of these, and folk remember you. When folk remember you, they will remember you are seeking employment and will consider you, because you're just not some name on a piece of paper - they met you at a chamber event and know that you were volunteering, helping out the chamber.

PS - live in a really small town? go to the biggest town that's within 15 miles of your house.

My wife also works in HR. It took her 4-5 months or so to find a new job when her last one ended, and that was with some US employment history in the field, and in a state with decent white-collar employment opportunities.
I personally practice in a legal field that overlaps a great deal with unemployment and my *personal* and entirely anecdotal observation would be that a skilled worker in most fields can expect a least a few month delay in finding work if not actively employed, with some exceptions, despite the record low unemployment. Most of the available work I see being immediate hire is unskilled stuff like warehouse picker/packer type jobs. The biggest noticeable growth has been in distribution and logistics. White-collar office jobs are also often VERY slow to complete the hiring process these days, with a 1-3 month gap between application and employment not being unheard of, so don’t be shocked if you don’t hear back from companies right away.
Keep being flexible, have somebody review your resume/CV, and keep applying, and you’ll eventually find a job.

This is an important point. Do consider temp work if you find your area lacks permanent employment opportunities. A lot of companies have transitioned to hiring temp/contract employees for what used to be permanent jobs. Just be careful and do extensive research on the temp/contract entity before giving them your personal information or starting employment, as not all of them are reputable. Don’t just snag the first employment opportunity that comes your way...if it smells funny, feel free to reject the offer.

The first thing you need to do is to join SHRM, find the closest chapter, attend events, meet people, network, ask about current job openings, get additional training, apply apply apply for jobs that interest you, prepare an awesome resume, practice interviewing and work on your interview skills, take local college courses in HR, maybe a master's degree part-time or online if you don't have one, be patient but work hard at this and the jobs will come.
