this should have been done back in Feb 2020 but the orange clown told us it will disappear like a miracle. All international passengers irrespective of citizenship should have been subjected to submit a negative COVID result before boarding the plane. 

The Biden administration has said their main first priority is going to be trying to mitigate the effects of the pandemic, and it looks as though they will be taking advice from medical professionals and scientists on how to create a multi-layer policy to create the greatest impact on improving the situation in the USA. How that affects immigration / border crossings are going to be just a small part of it. Whatever else this new administration does to immigration policy, this part of it isn't political or partisan. It's simply part of the pandemic crisis and many other countries are having the same issues and decisions.

It's true. The disastrous handling of the virus is the reason we're in this situation. Just banning people from certain countries without any other measures (no measures for US citizens for example) does nothing to help stop the virus, it's just a power move. If sensible measures were implemented from the beginning to stop the virus from entering and spreading within the country (Vietnam could do it and they border China), we wouldn't be in this situation with 400k dead.

I think the police certificate lasts for 1 year. No news about our consulate - nothing at all 
 

I emailed the consulate asking about my own interview, which was supposed to happen in April and was cancelled. They replied saying it was “highly recommended” that I rescheduled it myself for September. A bunch of other people I know had the same reply (people who had the interviews cancelled as well). Of course it’s not guaranteed, but I assume they’re not planning to resume things before September. 

The ban does not affect spouses, do it shouldn’t affect CR1/IR1 interviews.

I can't think of any motives other than a personal hatred to that specific person.

I can't imagine thinking it was my business to do this sort of thing and mess with others' lives without speaking with them and telling them what they're doing (if indeed that's what they're doing) is wrong. I would also think that if I were invited to someone's wedding, I would have a close enough relationship with them to counsel them against it because I care about them. That is what friends do -- not engage in life-altering "gotcha" games. Even if I were dead set on reporting them, I would give them a heads up that I was going to notify CBP to give them the opportunity to do it right. That could mean entering and getting married, and then applying for the CR1 without adjusting after.
