I think someone already explained it to him. If he doesn't do the due diligence of researching its hard to push someone through the door when they were shown it.

Screenshot of the part of the first page of the I-129F.

I explained to @HKS the process but that was last week I'm not sure why they haven't applied yet. Ranting all over the forum isn't going to speed things up.

Take the chance of filing the k3. (Window might not be there forever)
Email your Congress folks about the slowness of Nebraska. (Everyone should complain either way)

    Or sit patiently till noa2

    AOS Documents
They are going to want the I-864(Regular, Ez, etc whatever you use for your case)
    Tax Transcripts Uploaded Individually
They are going to want the same from any sponsors.

    (Additional AOS Documents May include)
    Petitioner's Birth Certificate
    Petitioner's Marriage Certificate
Petitioner's Divorce Certificate if you have any prior marriages.

    Civil Documents
    Beneficiary Birth Certificate
    Beneficiary Marriage Certificate
Beneficiary Divorce Certificate (If it applies)
    Beneficiary 2x2 Photograph
Beneficiary Biographic Page (Make sure it's right side up if you have to tilt your head you scanned it wrong)
    Beneficiary Police Clearance

    Additional Documents may be required.
As an example my wife needed her J-1 Documentation showing that she can immigrate and doesn't have any obligations left. Luckily she didn't have anything that stopped her.
J-1 Documentation is basically a scan of the J-1 Visa in the passport.

Each side has optional documents you can upload. If you want to put supporting evidence. like in my AOS documents I included my W-2s to show some income separation from my previous marriage in 2016 since I filed Jointly. I also included a employment verification letter.

I felt confident is just providing what was needed and a little more on the proof of income. If they need anything else they can ask my wife when she gets there and we will deal with any requests (I doubt we will) Supposedly some people front load here but I felt that it would have delayed the NVC stage longer so I opted out from loading it up with relationship extras. I assume that all that documentation that I sent in USCIS would be forwarded to the Embassy of course my wife has the original and copies of our photos and receipts of our travels

    I didn't use a lawyer.
My coworker whom filed shortly after me (I had just transfered this property found out he was in the same boat) got a lawyer.

I tried to get him to do it himself. I told him it was easy. He got to the NVC stage 2 months ago. They have yet to finish uploading his wife's documents and fill out the DS-260. I repeated it to him, to fire them, but he already paid up front and feels that they should do the work. He's been a bit more aggressive on nagging them and I have been assisting him in double checking what they upload so far. They messed up on his wife's passport scan and did it sideways. They fixed it, but they have yet to submit since they haven't gotten all the required stuff. She's missing a NZ police clearence. You would think the lawyer would have advised him and her to get all this stuff before the stage..He instructed them not to submit anything until he reviews them because of that scan error.

So if you can read, write and understand english you can surely do it yourself. Remember you're vested in this, the lawyers are just processing paperwork to make money. Not all laywers are bad, but if you do want a lawyer find one that has court experience those are the ones that got their stuff together instead of the form fillers that never go to court.

No. IOE receipts was being tested earlier this year sometime in Feb/March. Those people got bumped and approved quickly for testing purposes.

IOE is a new system where they digitize your petition so instead of sending 6.5 lbs petition front loaded with excessive stuff cross country and someone has to carry it. The lockbox scans everything and it's sent to a service center for processing digitally.

They don't need to look for your file physically they can just pull it up on your system sign it digitally etc. Then they can push it to nvc etc.

Basically it's a paperless system for them for now. Future maybe the entire i-130 form will be filed digitally. Pretty much I noticed on VJ that everyone on the second half of June till now in all service centers have gotten IOE receipt numbers and they are in the queue like everyone no more bumping due to testing.

Looking into the eyes of your spouse and knowing you did everything humanely possible to be together.

Those that want to wait are content with waiting and knowing they ignored a method to be with their loved one sooner. They can live with themselves that's cool too.

Time can be spent, or wasted but once it's used it's gone forever. Time can't be gained or traded. And you never know how much time you got.

Unless you're holding out on society and found a way to create more time in life.

I definitely not going to waste time waiting for inefficient govt agencies. That's why I made all the noise to get my petition pushed forward. Calling out Nebraska SC mismanagement. I sure wasn't going to sit on my hands. When the k-3 things started I went on a two month trip and I was going to file it as soon as I got back but no need on my case. I probably annoyed the right folks with all those USCIS and dhs employee emails I sent.

So in reality I skipped the line by being an annoying a hole

Spend your time wisely and take advantage of any avenue to not waste time. Unless you found a way to create it and are cool with looking into your spouse eyes and letting them know you did your best.

If you want to submit the passport photo it's easy!
The internet is here to save you.
Have the beneficiary download a passport photo app.  The app will create a 4x6 picture of 2x2 photos  Go to your favorite photo print shop. Walgreens, CVS, etc shouldn't cost you a lot <.50 cents. Cut them with a razor, or scissors.  Celebrate!!!
