Well, initially, I also got the same. And I'm at SRC.
 
Later, USCIS "walked back" on this and sent us - those who got the same waived fingerprints notification  around September of 2019 - for actual fingerprints. Hopefully,  that won't happen to you.

I hail from the same Kenyan community as Akinyi. In all honesty, I was seriously disgusted by all the lies she put forth as "tradition" when Benjamin went to Kenya. Like traditional marriage first, feeding parents cake (I think the parents were power tripping at this point, which really disgusts me), buying all those extra stuff for her family and all the remaining shenanigans. Yes, we buy stuff for in laws, but what your pocket allows. Similarly, dowry used to be a big thing back then. It's not nowadays,  it's more of giving something "small" to the bride's parents as a way of appreciation. I don't know why Akinyi and the folks are looking to get North of four $$ figures for her (the poor boy still owes). And to be more precise, back then, the amount of dowry to be paid depended on the level of education of your daughter. Akinyi doesn't look educated to me. Paying north of four $$ figures in dowry was lying to Benjamin. Heck, if Akinyi got that, I need to revisit my 2 in laws as I never got anything, yet my sisters have Masters degrees.
 
And lemme not get started on how the brother thought he was Jesus. I, being the only bother, don't even remember being included in my 2 sisters' wedding arrangements, nor did I behave like I was the gate to heaven. Maybe it's because I'm chilled and just like to be a free bird..🤗

They would PM people and post inquiries in the forums.  They were (and will still be) immediately banned upon discovery or when someone reports them.

1. Do not know about this.  Haven't checked. 
2. Just print out statements. His name should be listed somewhere within that statement. That should be sufficient.  I used that for AOS and currently for ROC without any problem.
3. You can do that if your current policy doesn't show his name. 
4. You don't need to explain the change of address. Use your new address for ROC. Infact, if both your licences show this current address,  you could use it as proof for his ROC..

Certainly not 2.a....you said you are a permanent resident. 2.a. is only for immediate relatives of a USC.
2.b. seems the appropriate option.
 
Be very careful with stuff like this. A material false claim to US citizenship is a permanent and unwaivable bar, and grounds for removal. Checking 2.a. can be argued as making the claim that you are a USC.
I doubt this will be an issue here given that it was rejected. But be very careful in the future. They do not take these things lightly at all.

Unfortunately,  you cannot expedite the process because of COVID19, otherwise,  every other person who's on the queue would.

Good idea.  If both travel, do they have a trusted friend or relative to stand watch for 24-36 hours? Or rather, if the wife is upto it, she can do this and then come back to watch over the child as the OP goes to US.

I prefer not to guess on how people are paid.  It's frankly none of my business.  

As @JFH said, borrow the money. I was in a similar situation. Borrowed from every corner. I knew that after I paid USCIS, I'd atleast get employment card (4 months from filing) which would enable me to work and make some money while the process took its 1.5 years due course. 
 
Though your mother in law didn't sponsor you, maybe she can let you borrow all/ part of the AOS fee. With that, you can put your application in and get EAD. As soon as you get the AOS money, start job hunting so that you have an offer ready as when your EAD lands. The moment you get your EAD, hit the ground running, slowly start paying your debtors.
 
I hope that you've already prepared your AOS packet such that as soon as you get the money, you send it in. If you haven't, it's a DIY case. The steps are on the guideline section here in VJ.

Get a job a hourly job. This together with the little funds, will keep you afloat. Remember, these little fund are going to be depleted quickly if you're using it to support 2 people. As a result, you'll be hitting "struggling phase" pretty quickly.  However, should you channel it to yourself while job hunting, it will keep you afloat for a while. 
 
To encourage you. I'll tell you what you can do as I have been through the "No job phase recently."
 
1. Get the hourly job. This is your support as you go through the below steps.
2. Put your resume together. Post it on Glassdoor, indeed and Monster. 
3. Start applying to jobs on Glassdoor and indeed, daily. I trust Glassdoor. 
4. Get in touch with recruiters. I came to find out that they are a big help because some HR don't look at applications.
5. Start a LinkedIn. Though this won't be effective to you as much as you don't have a network here. Nonetheless, LinkedIn posts jobs sometimes. So you can apply to those jobs. 
 
On a brighter note, if you do the above, you should pretty much start getting calls. This is because companies are massively hiring at the start of the year. I have recieved more calls and interviews this January than last year. Though I already have a job, I pick them up and see what they have to offer. Should you need any help, feel free to PM.
