Filing I-130 for parent and step-brother

yeah sorry my fault, i totally forgot step-siblings can mean not sharing same parent
but in my case yes we share same parent, and that will be the parent am filing for

OK, so half brother rather than step brother. Still doesn't make a difference though unfortunately, he won't be able to move with your parents - see the advice above about them petitioning for him once they're in the US and have their green cards. And as advised, it may be worth you petitioning for him too, just as back up, although it'll take even longer for him to get a visa via a sibling rather than a parent. How old is he?

You share a parent so are good to go, there is no difference.

Where I'm from, brothers who share the same parent by blood, are called half-brothers.  Brothers who share the same parent by marriage only, are called step-brothers.  In your case, I think it is irrelevant.

You're misunderstanding, there is no difference whether a full brother or half brother. Even if he were your full brother it would still take many years and he still couldn't accompany your parents.

No difference.  From an immigration perspective, parents are considered immediate relatives, siblings (half or full) are family preference (note, I understand that you think of your half-brother as an immediate relative, but US immigration does not).  In your case filing the I130 for your parents (IR5 visa) will follow one timeline (approximately 1-2 years) and your half-brother (F4 visa) will follow a completely separate timeline (15+ years depending on the country).  There is no numerical limitation on visas for immediate relatives, but there are for family preference so they take longer due to a huge backlog of petitions.  I included the link for the visa bulletin so you can see the amount of time it takes for an F4 visa.  As others have stated, you can file the I130's for all your relatives, and your parents will get their visa's first, then when they come to the US and become LPRs, they can also file their own I130 for your half-brother under the F2A or F2B category depending on his age when the I130 they file is approved.  Another idea is to file for one of your parents, and then they come and file the I130's for their spouse and their child.

Are you familiar with the visa bulletin?   Because you seem woefully uninformed.   Please do some research into these processes.

 

Sibling visas are taking around 20 years.

Yes, you can petition him. But as per the answers above, unlike your parents your brother is not an 'immediate relative', so he must wait for a visa. You need to look at the Visa Bulletin for info, if you petition him he'll be category F4. Currently those who applied in May 2007 - 16.5 years ago - are only just now able to apply for their visas, and that timeline is increasing due to a big backlog in that category. If your parents petition for him he'll be category F2A. And for that category those who applied in November 2019 - 4.5 years ago - are only now eligible to apply for visas. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2024/visa-bulletin-for-january-2024.html And these timelines can be longer depending on the country i.e. if your brother is from India or Mexico. 

 

And no, his age makes no difference, but be aware that he may 'age out' of the F2A category and move in to the F2B category (a longer wait - as you can see from the link above), depending on his age now and how long it takes for his I-130 to be approved.

Filing the petition is the first step. Visa category approval is the second step. Your parent and your brother will have two different visa categories. The time it takes to approve their visa category is what we are talking about. 
 

Parent - 2-3 year

Brother- 15-20 years.

The visa bulletin will show u that F4 visa (brother)  is looking at final action dates /F4 visa 

 

The 'Final Action Date' indicates when an immigrant visa number becomes available for a foreign national with a current priority date that month. The visa or green card issuance hinges on the applicant's priority date being earlier than the listed Final Action Date.

No one is disputing that you can petition your brother.  
 

The point you’re missing is that he will have to wait for a visa to be available, as that category is numerically limited, and the current wait time is up to 20 years, and even longer for some countries.
