Poorly written.  Not everyone gets a 1099 form, when I filed for my wife, I only earned W2 wages, which is what I submitted, and there was no issue.  Best though to get IRS tax transcripts as that will have all the information necessary related to tax filings.

Good Luck!

My 2022 and 2021 tax returns have W-2 and 1099-M but my 2020 tax returns only have W-2.

My 2020 tax returns don't have 1099, the instructions clearly say I must include W-2 AND 1099

which doesn't make sense because you only get a 1099 if you were required to, which I wasn't for 2020...

If you've been a 1099 employee or earned self-employed income and have no 1099, then you can either request your IRS tax transcript for each tax year you want to submit, or go to the IRS.gov tax account (My Tax Account), and you can print them off (they will be the exact copies the IRS would send you).

The tax transcripts have all your schedules and self-employed income listed, so then there is no need for a 1099 (and they are not required if you submit tax transcripts in lieu of complete schedules, W-2s, and 1099s).

You can remove the background online free, if it bothers you

I don't see anything wrong with it though.

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Zero.

Your profile says K-1. Which process are you doing, exactly?

thanks, but I am curious why the instructions contradict themselves

Who knows. USCIS will increase fees any day now and the I-131 and I-765 will no longer be free

Solid find, Well done.

But it is wrong. If you pay the fee, your case will be rejected.
