My wife and I just got married and I just left her in the Philippines. I filed the I-130 tonight.

 

Is there any chance of getting her a tourist/visitors Visa to come here prior to us finishing our immigration process? She has a son who we will bring along in a couple of years, along with family so she has ties to go back. Plus she has a small baking business. Any thoughts or do they just frown upon this because they think they won't go back?

You are free to apply, but I wouldn't get my hopes up.  I'd say the chances are somewhere between 0%-25%.  But none of us are the CO.  Good luck.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You may want to file an I-130 for your stepson now.  It will take about couple years to complete the CR2/IR2 process.  

 

If you meant a couple years after your wife immigrates, then you can wait until she arrives or file it now and delay it at the NVC stage.

Having a child she is happy to leave for a few years is not much of a tie.

Per US Embassy in Manila they have 200,000 non immigrant visa applicatons per year, and they claim they approve 80% of them. 

 

I say this is a lie, but that is what they claim.

K1's are non immigrant and I would expect they approve a lot more than 80%

This says different anyway you would need to know the refusal rate for people in this sort of situation for it to have any validity.

You maybe correct about them including k1's since they claim they do 200K per year

The current wait time for B1/B2 interview at US Embassy Manila is 482 days.  https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/wait-times.html?post=Manila&x=65&y=11  In all honesty the chances are very high that even then it would result in a denial.  No guarantees, but there is a reasonably good chance a CR1 case will have significantly advanced by then.  There is no downside beyond throwing away $160 but it's unlikely to yield much.  Even though the harsh quick denial will not affect your immigrant case it can be heartbreaking for the interviewee to get shot down so hard.

 

Those looking at 80% B1/B2 visa approval rates at USEM, consider that a third of those are lockbox renewals.  The denial rate among new applications are significantly higher.
