You can apply the day you marry if you so choose. But you must be married first- can’t petition a fiancé .

You can file an I-130 for your husband when you are legally married. The process to adjudicate I-130 petitions for spouses of lawful permanent residents generally take longer. Don't expect this to be a short process. I-130's filed by LPR's take longer to adjudicate than I-130's filed by US Citizens. Last time I checked the process takes about 2ish years.

Dear Omowunmi,

According to USCIS,

There are no fiancé visas available for foreign nationals wishing to marry U.S. permanent residents. Fiancé visas are available only to people coming to the U.S. to marry U.S. citizens.

That been said,  my best advice is to plan visiting regularly until you become a citizen, after then you can file for your spouse.  I say this because I am a green card holder too.... my spouse and I  are currently 2years 3 months since we started the petition, we are close to finalize... however we are still looking at 4 months at most before my spouse can be called for interview.   Think twice before you file.  The 2 years is just an estimate, it is not definite.

Why would she wait  ~5 years before she can even file rather than wait for him to come 2 years from when they get married? The logical thing to do is to file as soon as possible and if by some chance she becomes a citizen before the process is finished, then upgrade the existing petition from F2A to IR.
