F4 is for siblings of US citizens and their family? That one was under the original ban, so it extended until the next year then.

Not true that all approvals are stopped. Spouses and children under 21 of US citizens can still get immigrant visas, as can certain other visa categories (medical personnel, special immigrants etc). Obviously embassies also need to reopen.

Yesterday Law signed by president is for H1B and working class, and as per 22nd April Proclamation No such decision made yet to issue Green cards to new immigrant  who are outside United Stated.

The April order was extended as part of the new one, that one already dealt with most green card categories.

A K1 for a visa is limited by consulate being open.
