The USCIS process and the Consulate process are different.  USCIS approves the paperwork to allow the fiance to apply for the visa.  The consulate is the approving authority for the visa itself.  The CO considers all the factors including the relationship, financial support, and information learned during the interview.

Not to mention that the COs are much more familiar with the cultural norms of the country they are working in.

These is something else going on here... 

We see couples who have ceremonies before their official marriage denied more often than you might think.  VJ TIP:  Never engage in any kind of ceremony which might appear to be a wedding.........  that couple has no option outside applying for a CR-1.

I don't think that's true. They just refused a Visa for a couple thinking that their engagement pictures are more of a marriage pictures. If you knew the culture, they would be able to differentiate between those fancy pictures.

i was also outside the embassy for my husband's 1st CR1 and it was my 3rd trip (one month,  2 months and 3 months)

he was still denied

you are dealing with a high fraud country

you will have to go thru a lot of face time visits

you should marry there

and it will be a hard and long process

ours was a total of 6 years (applied 1st for K1 in 2009)

visa in 2015

many of us do this

many of us get frustrated

but there are guidelines the embassy has to follow

this is for the protection of USC and our country

stick it out for your loved one and u can make it

we are now on the road to my husband's citzenship

This is often something you can do yourself

 

My husband is from Egypt, I was there 5 times before his interview, he was still placed in AP, and is currently stuck there.

 

MENA countries are not easy to overcome, there has to be many face to face meetings, and time spent together.

 

frankly this process isn't easy, and certainly not easy to be apart. We are going into our second year of marriage, and have been going through this process almost 17 months now.
