If your talking about a fixer to get your marriage certificate faster then yes it can happen. But a agency can not make the process overall go any faster here in the USA.

I know but I have no idea how much it usually costs to expedite a marriage certificate and when it can be done.

I had mine very quickly. I just went to the Local Civil Registry Office and ask for an Advance Endorsement. Today is even way faster as mine was way before and it was endorsed manually, nowadays there is the electronic endorsement and may get the license in two weeks or less.

Advance Endorsement Process for NSO Marriage Certificate

Requirements:

  • Certified Copy of Marriage Contract from Local Civil Register (LCR)
  • Endorsement Letter to NSO from LCR
  • OCRG copy of Marriage Contract
  • Courier Receipt

Process:

Note: Do this as soon as you get your copy of the Marriage Contract from LCR.

  1. Request at Local Civil Register for Advance Endorsement to NSO.
  2. Present Contract from Local Civil Register (LCR) to official.
  3. LCR will prepare the Endorsement Letter and OCRG copy of MC.
  4. Pay the corresponding fee. (I paid Php 40.00 only).
  5. Get the Endorsement Letter and OCRG copy, photocopy the documents and keep the photocopies.
  6. Enclose the ORIGINAL Endorsement Letter and OCRG Copy of MC in a brown envelope.
  7. Address the envelope to the addressee indicated on the letter and send this to the NSO Main Office using next-day delivery. (I used LBC and paid Php 150.00)
  8. Keep the courier receipt.
  9. Next day: Proceed to the NSO Main Office at East Ave., Quezon City (near SSS and LTO Main) 
  10. Upon entering the building, ask where to go for advance endorsements. It’s at the back of the building.
  11. Go to the helpdesk and present the Courier Receipt and photocopy of letter and OCRG copy.
  12. Depending on what day you went, there is already a set schedule for releases so be as early as possible! Helpdesk will give you a form to fill out where you can request the number of copies (Php 140 each).
  13. Proceed to Cashier Window to submit form and pay. The date and time of release and pick-up will be stamped at the back of the receipt. It’s usually 2-3 weeks from the date you sent the documents to NSO.
  14. On the date and time of release, go to the same building, give your receipt and wait for your name to be called. Be ready for a valid ID to present upon pick up of the NSO Marriage Certificate at Window 29.
  15. Based on our timeline:

  16. August 5 – Requested for advance endorsement at LCR
  17. August 6 – Went to NSO Main Office to pay for copies
  18. August 25 – Picked up Official NSO Marriage Certificate

I wouldnt recommend going to an agency, Im sure you can do it yourself just as well. 
My biggest hurdle was actually not the Visa processing part, its getting that damn NSO marriage certificate. 

I had to do an unconventional method and ended up "paying" the worker to have it expedite. 
From there, file your I130, wait for the first approval and everything else was pretty systematic after that. 

04/21/2016 : Married

11/17/2016 : I-130 sent ( NSO marriage certificate took forever) 

11/23/2016 : I-130 case accepted notified by email NOA1

01/27/2017 : USCIS APPROVED NOA2

02/04/2017 : NOA2 hardcopy received in mail

02/28/2017 : Case received by NVC

03/02/2017 : Agent assigned 

03/07/2017 : Case number assigned with invoice

03/28/2017 : Fees paid (IV and AOS)
04/05/2017 : DS260 online form completed
04/09/2017 : IV and AOS package sent to NVC
04/12/2017 : Requested for NVC expedite
04/17/2017:  NVC expedite approved 

04/18/2017:  In Transit 

04/20/2017: Received in Manila (may schedule for interview)
05/11/2017: SLEC -CLEARED 
05/25/2017: Interview @ Manila Embassy - APPROVED

05/30/2017: VISA on hand plus packet

06/08/2017: POE: California  

06/14/2017: Social Security card received through DS260 filing

06/24/2017: Green card received 

 

CRBA 

04/10/2017: CRBA sent to Embassy via FedEx 

04/19/2017: Appointment scheduled

Agencies are basically useless if you can fill out forms.  In fact, sometimes agencies slow things down.  As far as the marriage certificate I married my wife in Lapu Lapu.  Of course the marriage documents had to go through channels to get to Manila where it was recorded.  Now of course I would never do this but if a newly married couple goes to the barangay of city office where they were married one could speed up the process for a few hundred pesos.  Just saying...anything is possible in the Philippines for the right amount of pesos. 

WARNING: Of course you would never use a "fixer" for this because the documents will end up being used to gain entry into the USA and falsifying these documents could get you into a lot of trouble. (I am serious about this)   However, you might get the local marriage registration bureau person to sign, seal and send your documents to Manila faster.  Good luck and God Bless.  david

Yes you can have the process expedited but I would never pay a fixer to do this.  You might get the boss at your local registrars office to stamp and sign his paperwork and expedite it to Manila for you.  You still have to pick up the marriage certificate from Manila NSO.  BTW:  We bought 6 original color copies.  They are very cheap and we have had to give out a few along the way.  Plus it's nice to have a few extras on hand if you ever need one.  My wife had to provide one to attend the University of Hawaii.  Glad we had extras.  Good luck and most importantly God Bless.  david

It depends on the locality of your residence. My wife lives in Davao City and its much cheaper to "pay" someone to expedite and have it mail to the Davao NSO office, also being able to order more online then to fly all the way to

manila.

I applied for my husband's cr1 visa, 16 months ago, and it appears as if we will need to wait another 3 or 4. I don't know where all of these people are getting the 12-14 month timeframe. I think that was for a year ago, and not now that Trump changed things up. That would have been a dream!

I must have applied during a busy month. No one from the board of the month/year I applied has even has gotten an interview yet. At least not the ones of us who post. Maybe we just got unlucky!

12-14 months for those who didn't land up at Nebraska at its slowest processing time, I believe. Nebraska has now caught up so I would say yes, unlucky. Just like those of us who got our case sent to NVC after 20 February because the case numbers are taking forever... :(
