Absolutely not true.

The US deports plenty of illegal alien parents who have US children.

By the way, the President does not "pass bills." Congress pass bills and the President signs the bills into law or veto them.

at most, he issued an executive order to DHS ceasing the activity for a specified duration.

You should check into that, nowish.

In September 2013 Obama administration issued a policy telling immigration agents not to arrest and deport illegal immigrant parents of minor children.

Back to the OP's 1st post.

Please can someone tell me if this is true...someone told me that Obama passed a bill that an illegal immigrant could not be deported if they had children born in the US is this true?

Absolutely not true.

(Obama did not pass a bill. It's a memo.)

An illegal immigrant can be deported even if he/she has a US citizen child.

No one disputes anything you repeated ad nauseum above. Does it make you humanistic, fair, compassionate or right? Not at the very least. Wanting to be that, you'd take your time to add: despite the current letter of the law, these situations are very highly likely to be dealt with due caution. That's because this country doesn't pride itself of inhumane actions, and doesn't approve of spending resources toward inhumane ends.
