If it's an e-mail or a regular letter in te mail it IS a scam!!!

the official department of state website states that you can check the result onlt through "Entry Status Check".

Scam. Were there advertisements (banners or footers) on the email? Was the email address a .gov address? Did you even sign up for the lottery? The diversity lottery is FREE unless you win then you have to pay the normal visa processing fees.
