    To be fair you have a very unusual situation. You and your Boss should really be getting the Immigration Lawyer handling the case to step up.

    You are getting married and then having a ceremonial service later? If so forget about ceremonial thingy. Keep it simple. SSN you apply for asap after entry. California I think gives new residents 10 days on the foreign licenses. i As a general rule the sooner you file to adjust the better, EAD and AP hang on it, I seem to remember it can take some time to get you Marriage Certificate.

    Same issue in the UK, the amusing thing I remember visiting the US is being asked if I was a member of the Nazi party, and now......... Why would there need to be a route, they are surrounded by fellow adherants.

    We seem to have gone full circle. All I know is that a well qualified Joint Sponsor is the most certain route. Otherwise you are dependent on the discretion of the Consulate, I have seen people use current income and qualify and have seen people who have qualified recently have problems. If you can not find a JS that leaves you with one option.

    FYI I had to go through the process of getting a US DL, certainly that is the common route. My guess is the issue arises with the I 140, it does not really make much sense.
