Yes - it's a webform in the format of forms.office.com/... . So looks like the form answers will be sent to Montreal consulate and then from there Montreal will distribute to appropriate authorities.
Hopefully this is a good sign in terms of streamlining the process!

They don’t care.
The only way they move is if a DOS attorney defending them in court (after a lawsuit has been filed) contacts them personally to see what can be done.
In some stats half of all applicants at MTL go into extreme vetting, similar to places like Baghdad, which is absolutely insane. The US already has access to information about Canadians.

Usually you don’t get the actual form at MTL, it’s just an email that you reply to with your answers.

Before crossing, be sure to pay your immigrant visa fee. Your visa packet should have instructions on how to do this. In your DS260 you would have indicated an address to send your green card. Once you cross, the green card will be sent to that address. It can take 1-6 months, I got mine in less than a month.
You would have also indicated in your DS260 if you would like an SSN produced. If you chose yes, like the green card it will be sent to that address. It comes quite fast, 1-2 weeks.

I walked across the rainbow bridge, entered the US, then walked back. In and out in less than 20 minutes.

KCC once required document submission, but that’s been scrapped since DV22. It’s likely that inbox is unmonitored if the same applies for DV24.

No, that’s an old template they’re using, that email is unmonitored.
Give them a few weeks, then try again.

Our case was complex but they handled it beautifully. They were always responsive, quick to file, and we felt they genuinely cared about the outcome.
They actually took over for an incompetent lawyer so they were definitely a breath of fresh air.

That’s interesting. I stayed in the US after first crossing for just a few minutes, then walked out, got my green card within a month.

You have to be persistent with KCC, they need to set you up with an appointment at Monrovia to show your ID.
Something like this: “Dear KCC, my DS260 is blocked. If i need to appear for identity verification, please arrange the appointment. My post is Monrovia.”
I would also CC Monrovia in your emails: ivmonrovia@state.gov
to get their attention.
I know a few people that this happened to and KCC responded with that same reply several times. It was only when they involved the embassy in their correspondence that things were resolved. I don’t know why. Once you appear at the embassy for verification they unlock your DS260 for 1 week.

Sorry, you mean she went back to Romania and stayed there for the next 7 years? She could have returned just with the visa in her passport, it was good for one year.

KL is unique in that they actually pre-screen documents post-2NL, pre-interview.
They expect proof of admission (physical presence) and a residence type visa or permit (ability to stay within Malaysia for interview processing).
You can get away with choosing KL at the KCC stage - they don’t usually check so long as your inputted address is proper - but you’ll hit a roadblock once you get your 2NL if DOS has not yet announced their solution for Sudanese DV (ie; instructing all or specific embassies to intake Sudanese), or you have not yet obtained a resident visa for Malaysia.
With that said, in DV22 KL made exceptions and helped out a bit with applicants who were stuck at backlogged embassies - all they required at that time was an admission stamp. Goes to show how much can change from one DV year to the next.
Are there any other countries you could realistically get a long term visa for by the time you interview? You can guesstimate sometimes when that will be based on your CN.
