Hasn't been announced. India needs to be in phase 3. And don't expect K1s not already at the consulate to be in the first batches of interviews.

Can we also just stop making these threads and create one when they're actually reopening instead? There's like 10 of these on the first page alone and it seems like it'd be a lot more helpful if people just made threads when their local embassy opens up again than it is asking about it every 10 minutes.

Yes,the closure is frustrating. Our stepchildren petitions are now documentarily qualified through NVC and in line for the interview. Now it is a waiting game as to when the interview is scheduled in Santo Domingo, DR. The Dominican president just extended the state of emergency for 25 more days. The immigration process is certainty not for the faint of heart. One has to have lots of patience. As a German philosopher said, "What doesn't kill you, makes you stronger."

Depends on the embassy. Belgium's gotten to the "let's just open all stores and malls and pretend people will stick to the rules" portion of reopening a few weeks ago and the embassy still isn't interviewing people. It'll most likely depend on what the Department of State says, instead of the situation in other countries.
"U.S. consulates/embassies open when the respective country says they can open."
Is one of those rumors. Nothing points to that happening as of now, the decision lies solely at the Department of State.

I believe the first thing that needs to happen is that Dept of State lifts the suspension for consular/visa services (unless they have done so already and I missed it). The global suspension came from there and imo needs to be lifted there to be placed in hands of the embassies based on per country re-opening.

Am pretty sure once Europe and America open up, the rest of the world will follow thru. Looks like Trump is trying hard to portray that all is over and is business as usual. So we hope he will soon lift the travel ban. Another theory is , all major airlines are pushing for governments to open international flights. The global economy is inter-depending .
May June may be the turning point.

Mexico city consulate has started rescheduling interviews. Israel is also doing that.
Hopefully rest of the embassies will open too in coming days.

Nobody knows. Quit listening to people and rumors. U.S. consulates/embassies open when the respective country says they can open. Read the U.S. embassy website for your country.

I think consulates and embassies in foreign countries are going to open based on when that country begins to reopen. Even though they work on US soil per say, they live in the country they work in. So if the country is still locked down or restricting travel there is really no need to go to work. If they want to do interviews, it will be a little hard when residents of that country have cerfues and restrictions on travel, and can't come in for the interview anyway. See what stage the country is in you are going to interview in and base it on that. If airports are still closed, and there are not many things open, I wouldn't expect embassies to open until restrictions are lifted.

NVC is holding on to documents until embassies/consulates open. It sounds like we will only receive the interview letter after their opening, which will likely vary from country to country, depending on each place´s response to COVID19.

Taiwan doesnt have a lockdown. India is on lockdown. I think that also affects reopening of US Embassy in India.

It is hard to parse you statement.
If you had a timeline completed we might have a better idea where you are in the process, your consulate and visa type.
US Citizen petitioners are generally prioritized over requests from LPR petitioners. LPR beneficiaries are also numerically limited by law in 8 U.S.C. 1153 and by country in the section preceding. Immigration is also totally funded by user fees and not taxpayer funds. The last administration made no changes to the fees. The cost of processing means that it takes longer - only so much "work" can be done with the existing funds.
