Unfortunately recreational use of cannabis is still against US Federal Law.  I would just withdraw your application and wait some time before re-applying.

You can ask for an expedited EAD with a job offer.  Marry quickly, file the AOS package quickly, and you can probably cut that time down significantly.
 

All that USCIS would care about is whether the ages are legal to marry where the petitioner resides.  However if either parties are minors the petition will probably be sent to VSC and subject to a thorough review.  Consulate will care if the beneficiary is able to leave the country legally prior to issuing visa.

Rounding up $5 is not going to be an issue.

Sorry I should have been more specific. I am the beneficiary currently in the US on a non-immigrant J1 visa. We decided to marry after I arrived here, although I have not yet been physically present in the US for 90 days.
 
Apparently there is a "90 day rule" whereby it is deemed that you misinterpreted original non-immigrant intent if you marry or file for AOS before 90 days.

As you see the K1 is not appealable.  At least in a CR1 you can be reconsidered.
 
You are going to need to contact the consulate or NVC if it has already been sent back to find out why.  You can also involve a member of congress but they wi;; get the same reason that you did.

That is a rare reason that a visa would be refused.  Usually at the interview the consulate will tell you to get another sponsor.
 
Being refused (or revoked) during AP stage indicates that something came up on the background check or there might have been something the consulate saw on the petition.   The petitioner or the attorney should attempt to verify.   You, yourself will have a hard time finding out.
 
Do not spend more money until it becomes clear what the issue is.

Be we all know that applying after one visit can be an uphill battle. especially from consulates like Cairo that are hard to begin with.   Even if you file and are approved, you will still need more face to face time before the interview.   Meeting the USCIS rules and the consulate expectations are different thing.
 
IMO, you are going to have to fly halfway around the world and take time off without pay to get this done.   You can fly round trip Atlanta to Cairo on April 28th for $750

Just being a resident does not.   Once he is a citizen then the consulate has to agree to make the change or you file a new petition.
