Why are you so hung up on this if it's was proven that you are innocent? And yes, your future wife should know about it because it might come up at the interview and the visa might be denied if she doesn't know about it.... Why?
 
Immigration is a double edged sword. They are protecting you from scammers and such and also they are protecting the immigrant from getting into an abusive situation where they can be harmed by the USC.

He already said it is one of his concerns, and I quote: "Why does my girl need to know? Why does it need to be in the packet? If its [sic] false (untrue bill) she doesn't need to know."
 
It is clear the OP's concerns are two: being discriminated by the USCIS and the girlfriend finding out about the charges -and of course, the negative effects it might have on the their relationship and immigration process-.
 
It all comes down to being both truthful and trustworthy.

I would assume that he doesn't want to admit to being "falsely" arrested for cyber stalking, because he probably met his fiance online. Boy, wouldn't that be scary to find out at the interview.

No, he's saying "untrue bill." There is such a thing as a "true bill" (has to do with grand jury indictments) but untrue bill is definitely not a legal term I have ever come across (granted all my legal experience is in civil litigation, but I did take criminal law!). False billing is another beast altogether.

I say since you won't believe any of us here, go ahead and send it in a d see what they do. You will only be out 500+ dollars and months of your time. Or you could listen to everyone and not get an I told you so. It's really not hard but the hardheadedness is going to cause you issues
 

Why even bother stirring the pot. Cancel the whole K1 process and have nothing to do with him again. Block him from social media, change your phone number, I wouldn't even want to talk to some scum like that ever again, and just move on with your life. Don't worry, karma will come around and take care of him.

I received my text and email NOA1 about a week after they received. I paid with personal check and check cleared bank about 3 days later. I just received my hard copy of the NOA1 in mail today showing California Service Center. So maybe that will give you a time frame that may help you.

My fiance used a box to file instead of an envelope. I very much doubt he attempted to mark it specifically in any way. He even posted it (priority) to regular address and we were fine within average delivery/handling times. 
 

I didn't write on envelope and actually forgot the cover letter even after check and rechecking 20 times. I didn't have sticky notes on alot of papers expalining what they were. Received NOA1 not a problem very quickly.
