If you actually look at the stats for completed K1 visas from say 2014 to 2018 (before and after Trump) , you'll see process may have slowed down due to # of applications skyrocketing and the completed # has gone up
Completion rates for all visa types can be found in the US stat sites and the following are for K1

I can't find the site now i use to refrence but before 2018 the number of overall appications to USCIS was just over 6 milliion and has gone up now to over 9 million (and yes they said fewer this year but still well over the 9 million mark)
