B2 Tourist Visa Renewal. My mom is a South African Citizen Currently in the US, Can she renew her Visa here?

For logistical reasons, her going back to South Africa to renew her visa isn't a good option. It's incredibly complicated.

She is currently in the US visiting me and her visa expires this year. 
Is it possible to renew or reapply for a US visa here in the US?

 B2 Visas are issued only at US consulates outside the US.

Her visa expiry does not limit her stay, she would have an I 94 now on line that will state the date she has to leave by, not that I would suggest maximimising that.

As she's on a tourist visa, she should renew in SA when she inevitably returns, right?..

A B2 is a tourist visa meant for visiting. Why does she need to be here for so on if she's on vacation?

No. She’s a tourist and needs to go back to her country of origin before her visa runs out.

The visa is for entry only. Once the visa expires she can no longer enter the US but will need to apply for a new visitor visa in her home country 

 

On entry using her visitor visa , she is granted a maximum stay period by the CBP officer. She must leave the US before that date ( find it on the I94 entry record associated with her most recent entry ). Even 1 day overstay will cause  issues with a new visa application

 

If her visa expiry date is before the I94 “end of stay” Date, she can stay until the I94 date. The visa must be unexpired when she enters.  It doesn't have to still be unexpired when she is  leaving
