So, after my wife was naturalized, she sent in her papers to get her passport.  That was received. (She's so excited).  However, when the passport agency sent back her naturalization document, it was practically destroyed by rain. (Water damage).  She devastated.  I know you can get a replacement for a few hundred dollars ($600 or $700 I think).  Has this happened to anyone else?  

 

Do I have any other options?

Who?  The State Department?  Not even sure how to contact them.  I'll check online.  

Yeah, it's pretty devastating for her.  She's very not happy.

Sorry to hear that happened to you. What bad luck! In the future, as long as you have a travel booking outside the country within 14 days, you can apply for a new passport in person at a passport agency. There is a passport agency in Miami and 33 across the US. The DOS rep. at the passport agency returns your documents on the spot after verifying them. I recognize that some people do not travel often or frequently enough for this to be an option.

She didn't have a flight booked.  But she needed the Passport for an ID.  (Oddly, she couldn't even get a state ID because they wouldn't accept her birth certificate and naturalization papers)  ... and well, she was excited to get US Passport.

"If you have been waiting more than four weeks for your documents, call 1-877-487-2778 to report that you have not received your documents. 

If you want us to reimburse you for a lost supporting document, you must contact us within 90 days of the date which we mailed your passport. You will also need to provide a receipt to show the cost of replacing the document. "

 

I realize the docs weren't lost, but this is the closest match for your situation.

Take the manila folder / envelope it came in and make a request from the carrier for the damage 

 

 

Many carriers offer some level of insurance coverage for mail delivery, including UPS, FedEx, and USPS: 
 
  • UPS and FedEx: Automatically covers domestic parcels up to $100 for loss or damage. 
     
  • USPS: Automatically covers Express Mail up to $100, and Priority Mail Express and Priority Mail items with a tracking barcode can also be insured. Insurance coverage is not available for Priority Mail items sent with certain services. USPS insurance rates are based on the declared value of the item, and can range from $5.45–$11.00.

As I recall, my wife's NC came back as 1st class mail....USPS.....not Priority mail...so no carrier insurance at all..In addition, $100 only covers about 1/5 of the cost of a new NC.  I would go straight to DOS.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Use the search option in this forum. If I'm nor mistaken there is a post somewhere where USPS lost the certificate and ended up paying for it's replacement. I'm assuming it must have been damaged while in USPS possession. So I would see if you can hold them liable.

Rather than potentially fighting a bureaucratic brick wall, contact the office of your Congressman or one of your U.S. Senators.  They probably help with such matters all the time.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
