Good day!I was married for 12 years and he died here in the Philippines September of 2021,Is there a chance for me to apply for widowers visa?.Hope you can help me..Thank you very much

I assume you would like to obtain a green card on the basis of being a widow of a U.S. Citizen?

And here is the eligibility criteria from that page:

Eligibility Criteria

You may be eligible to receive a Green Card through widow/widower status if you:

• Were married to a U.S. citizen at the time he or she passed away
• Either have a pending or approved Form I-130 or you have filed a Form I-360 within 2 years of your spouse’s death 
• Are not remarried
• Were not divorced or legally separated from your spouse at the time he or she died
• Are able to prove that you were in a bona fide marital relationship until the time of your spouse’s death
• Are admissible to the United States

Quite a few go through US Embassy Manila.  There are actually a dozen or more pretty much every month.  I don't want to give advice on something so important that I don't know much about and could easily be wrong, but my impression was that the embassy still accepted direct consular filings in those situation.

It's really not something I know much about so I'm hoping someone more knowledgeable than me will be able to give better answers.

Pay the $435 FILING FEE at the Embassy’s consular cashier with cash or credit card. Filing and biometric service fees are final and non-refundable, regardless of any action we take on your application, petition, or request, or if you withdraw your request.

 

The embassy refers you to USCIS for the I-360 but they have instructions to submit a request for appointment and pay the filing fee at the embassy so I believe that they are willing to complete it by direct consular processing which is fast and comparatively easy.

You need to follow the steps to schedule the appointment to submit I-360: https://ph.usembassy.gov/visas/immigrant-visa-inquiry-form/

 

Showing up without an appointment will just get you turned around.

You need to take the time to read and understand the links that other posters have given you. You will not be allowed into the embassy without an appointment. If you make an appointment but show up without any prepared documents, they are not going to help you much.
