It said that I owed money to the state, I recently made an arrangement to pay it in installments.
I just want to know how to obtain those documents that I stated above.

The department of taxation is so hard to reach on the phone.

Did you make this arrangement in a phone call or was something in writing sent to you?

Thanks a lot !!! But IRS only handles federal taxes. I’m good with the federal my balance is 0.
State tax is the one I owe.

Most states have free Tax help centers, you might try one of those, or worse case scenario with citizenship on the line I would make a trip for an in person visit to their office.

Well that’s a problem.

Either get the paper work that shows the payment plan or pay what you owe in full.

Either way include evidence you are paying per the plan or paid in full.

Have you tried registering online/creating an account with  the NY Tax dept?

https://www.tax.ny.gov/online/

https://www.tax.ny.gov/pay/ipa/

Once you registered you can get/print the required document as your payment plan should be in there.

Sounds like the agreement was recently negotiated over the phone. You will more than likely be sent confirmation of terms ( that require a signature) and payment instructions from the tax office by mail.
At least, that was my experience with CA , as I was helping some w same issue.

Additionally , response to RFE will need to include proof of an actual payment on the installment ( cancelled check or a bank draft ) and then a current status .

So , it may take a few business days ( definitely not decades ) for you to get this done..

IF it’s not finished by the RFE deadline, just send a Request for Additional Time to Respond “ and show whatever you have as proof of diligence. Ex ( emails back and forth w state tax office).. and it is way better to start communication with tax office via emails.

Yes I already have an online account. I saw  Installments Payment Agreement when I click on it it showed that I am on a payment plan, and it gave me the option to print a “Certificate of good standing” is that what I need?? Or I should wait for the Department of taxation to send me the requested documents.

On the letter it only gave one option which is to send these documents by mail.

That is how they stated to send the RFE so send it that way. Make sure that you have some form/type of tracking showing that it was delivered & when.

Problem solved. Mail in the certificate. You can try submitting it online on top of mailing it. I'd imagine the latter option is faster and I don't see any harm in doing both.
