Why don't they make I-129F application electronic?

I cannot comprehend why they don't make the K1 visa I-129F petition all electronic. Wouldn't it make the life for everybody easier? You could pay right online upon submitting and they could "receive" it much faster and any RFE would simply require uploading materials electronically. In this day of age not to have this process be electronic really is absurd and makes everybody's life difficult, especially the many people waiting for their petitions to actually be officially received. 

Removal of Conditions (I-751)
2/17/24: I-751 packet shipped via FedEx

2/20/24: I-751 packet delivered

2/22/24: Receipt Number available on USCIS Portal

2/27/24: Extension Letter Available Online, Biometric Re-use letter, "Case is being actively reviewed"

I would expect the I-129F to be electronic in the future.  The electronic version of the I-130 has not been around long....a little more than a year.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Because many petitioners insist on sending 1000s of pages of evidence.   Try and scan something like that.

Most evidence is electronic first anyways, but then printed, it would be much easier if it can just be submitted online. This made sense when people took photos and then printed photos out, but now most things are stored electronically anyways.

Timeline

There are about 30,000 K-1 visas issued per year.  It’s a comparatively  obscure petition / visa.  There is a reason why I-130, N-400, and I-90 were moved to online before I-129F.  
 

i can’t see I-129F being higher priority than I-140 and I-751 moving to online.  And arguably, given the lack of timely I-751 receipts is freaking out thousands of people every month, on online I-751 is the highest priority.  
 

I-129F is among the least priority of forms.  I’d put it in the bottom 10 percent.

Pdf documents were available back then... Still had to mail the application though.

Even now the I-129 PDF doesn't work properly. Such a simple thing to build but it was never done right. Locked fields, unclickable elements, etc. I had to complete mine in a 3rd party app that lets me put text anywhere I want.
