Traveling to the US from India on a valid B1/B2 visa

Hello everyone, I needed some insights on this particular scenario. I am a US citizen and my mother, currently residing in India, has a valid 10 year B1/B2 visa. She also has an approved I-130, we are waiting for an interview which won't be until early next year. 

In the mean while, I know she can visit us as long as we are transparent about the current I-130 application approval and "convince" the CBP official that she will be headed back in a couple of months. 

My question is how can she fly in from India? I understand the Presidential Proclamation has cited multiple Schengen countries that she can't transit through. Can she fly through London? 

Bombay -> London -> Dallas? 

I am looking for the best options for her to fly in. 

Any relevant inputs would be appreciated!

Unless something has changed recently, transiting through London is a no-go.......  @JFH is an expert in that area.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

She can only fly through London if you (the USC) are unmarried and under 21.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

Nonstop flights. For example, United Airlines has nonstop flight from New Delhi to Newark.

That's just 1 proclamation (for all of Schengen Area); there's also more proclamations. Thus, she can't transit through Schengen Area, UK, Ireland, mainland China, Brazil, or Iran. https://www.cdc.gov/coronavirus/2019-ncov/travelers/from-other-countries.html

Thank you all! I am planning on booking her flight through Dubai (Emirates). They are offering flights to DFW. I didn't see any mention of UAE on the proclamation and as @James120383 mentioned, it would be a non-EU country :) 

 

Any thoughts on this route? She'd have a transit in Dubai and a direct flight from Dubai to DFW.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Just double check transiting through Dubai is OK for B1/B2 holders. Till recently, they had a rule on that, but it could be relaxed by now.

What kind of rule, and since when? People have been transiting Dubai at least a couple months now with no issues.

Sparkle Sparkle - Yes she was allowed in, hardly any questions asked! It's been a month since she has been here. Key was to fly directly to the US - She flew to New Jersey directly from Bombay. Let me know if you have any other questions, would love to help!
