The United States Consulate General in Amsterdam is resuming limited visa services.   As of July 15, we are processing limited visa categories including immigrant visas (IR-1, IR-2, CR1, CR-2) and non-immigrant visas  (C1/D, E, F-1/F-2, certain J-1/J-2, M-1/M-2, and certain petition-based visa categories).  While the Consulate aims to process cases as soon as practicable, there is likely to be increased wait times for completing such services due to substantial backlogs.  The MRV fee is valid and may be used to schedule an interview appointment in the country where it was purchased within one year of the date of payment.

That is awesome news! I hope they start resuming visa services all over! My fiancé’s visa processing is in the Frankfurt Embassy and considered the Schengen area just like the Netherlands so I hope they also start resuming visa services there as well because we have been waiting over 15 months in administrative processing since his interview last year.
I hope we can all hear good news soon

Hi, may I ask why you were placed in administrative processing for so long?

Well I am not sure exactly why... however, I am under the assumption that my fiancé was placed in administrative processing for so long due to his ethnicity and religion. He is originally from Afghanistan and has traveled a couple of times to Pakistan. They gave him the form DS 5535 after his interview which asks about his past travel information, his background, where he has worked and lived, his family background etc.

We sent that back to them a week after his interview and ever since then he has been in administrative processing unfortunately.

His interview was in March 2019. We had a baby April 2019. I was really hoping he would get his visa after his interview so that he could be here for the birth of our son.
And now fast forward... we are still waiting... 16 months and counting...

A K-1 should be considered a "petition-based visa category", but I doubt they're actually talking about it because of the travel ban.

Cambodia apparently started processing student visas a few days ago, but no K-1.

Quote

Please be informed that the Consular Section of the U.S. Embassy in Phnom Penh will reopen F, M and J visa interview starting from July 15, 2020. All students are required to have new form I-20s/DS-2019s issued which state whether courses will be all online, in person, or hybrid.

In response to significant worldwide challenges related to the COVID-19 pandemic, the Department of State has temporarily suspended routine visa services at all U.S. Embassies and Consulates. Embassies and consulates have canceled all routine immigrant and nonimmigrant visa appointments as of March 20, 2020, but will continue to provide emergency and mission-critical visa services as resources and local conditions allow.

We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.

Meanwhile, here is the latest news on the ground in Phnom Penh:

"...on 15 July, on a flight from the United States, transiting via Seoul, South Korea. Two US Embassy officials who arrived on the same flight have tested positive for the virus."

So everyone who was on the flight with them is now in mandatory quarantine at their own expense.

My K-1 visa has expired. I have emailed the embassy about one and a half month ago. They have tolld me to not contact them about a possible reissuance until the travel restrictions have been lifted. Yet I agree that this is a very nice and welcoming sign!

Just curious... Did they post this on website or Twitter or where?

Wondering where to "officially" look for other embassy reopenings

The Dutch embassy posts weekly updates on their official website. I think that would be your best bet regarding updates. Hope more embassies and the US will open up soon.

Embassy in Turkey doesn't post a lot of information on their website. I'm dumbfounded that I have to search twitter to get more information.

I guess each embassy is different. Sadly this administration doesn't communicate well.

I'm still trying to figure out what EXACTLY determines whether or not an embassy reopens. Many ppl have asked on twitter; however, the dept of state refuses to answer them. At least that I've been able to find.
