It's asked and must be disclosed.

If one lied, that can come back to haunt them years after becoming a citizen. Things have a way of coming back eventually.

^This

When asked they must admit to it and it they don't then later even if not via some medical card data breach admission in another place of having done it could lead to removal and being stripped of citizenship.  Never lie during the process.

I understand what it says about a person being a drug user but how would they find out other than admitting it? If a person has a medical card are they protected by HIPPA? Is there a database immigration can check?

Like many people that use illegal substances, you are looking for a way to get around the fact that marijuana remains an illegal drug. Having a "card" may save you when caught with small amounts. However, when it comes to federal issues (immigration, military, fed employment, interstate transportation, etc.), there is no card that will excuse having THC in your system. If you want to risk immigration issues because of weed - go for it. Don't rely on HIPPA or anything else - if the feds want to know something about you, they'll find out. For the most part, the medical marijuana card is a scam for people that want a shield from drug laws. My opinion based on experience in the field.

It is not a scam for people who live in states where medical marijuana is legal.

I know in Colorado when it was needed there were an awful lot of sick males 18-25 in need of a card.

Downside I saw is that you were now on record as both a user and with medical issues.

I seem to recollect it has been used to block firearm purchases, would not be unreasonable to expand that to other areas like DL's.

Then, people who buy alcohol should have similar restrictions. It is a can of worms.

You only need to be of age to buy alcohol, actually same rule for Pot in Colorado. Now it is having some interesting consequences but that is another issue.

Alcohol usage is not illegal at the federal level (within conditions).

What "should" be legal or not is a matter of opinion and constant debate.
