I put on the spreadsheet that our service center was Texas but now I'm not sure. All of our paper NOA1s (total of 7) said Texas Service Center at the bottom but the next day we got two letters for setting up the online account, each with a different access code. One was from Texas and the other from California. I figured it would be the Texas one but that code didn't work. The California one did though. So...I'm not sure what that means and I guess it doesn't really matter anyway. Anyone else have that issue?

You can petition your sibling but it will be years before they will be getting a visa.

Even the sibling that is 10years old ? Isn’t him a minor and will need my parents

There's no exceptions for the sibling being a minor.

Better strategy may be to apply for one parent. Once they arrive they apply for their spouse, other parent, and I believe the sibling child becomes a derivative of that application.

You apply as sibling will be years. Worse if your from Philippines or other oversubscribed countries.

If he gets approved and to an interview by age 18 you can deal with that then.

I know i ask lots of question. But I just noticed that my parent's case number starts with IOE. Does anyone have the same number? Is it normal?

Just means it has been processed via the ELIS system.   It is going to be the new normal.

Does it mean that my case will be processed faster than normal?

One thing I can not understand. Historically, relatives of USC get preference and their cases had been completed earlier than those of  LPRs. But why , now a days, it has been reversed?

There's no preference.  Different processes.  Different lines.

What specifically makes you think that LPRs are getting preferential treatments over a USC?
