Is it better to bring them over as tourists then petition them for a green card?

Entering using a tourist visa with the intent to stay and adjust status is visa fraud. .. so , no, bringing them over as tourists and then applying for Adjustment of status isn’t a better idea .

I thought getting a US tourist visa when you don't have one, to arrive in US and adjust status could be considered a fraud. When one already has a tourist visa, then they can adjust status as that's the option given by USCIS?

No it doesn’t matter if it is a new one  or one already obtained .. it’s the intent at time if entering. People asking “ can I do this” .. and then doing it .., would enter with the intent to adjust.

No. Many people make the decision to stay after they arrive. Intent is determined at entry ., and CBP officers aren’t mind readers ., so what isn’t known is how many enter with intent to AOS  but it’s never declared or asked about. The risk is that at each stage of the process to naturalisation all previous decisions can be reassessed ...

About a year, maybe a little more.  Pretty much same as other I-130 processing times by center

Can't believe it's slowed down this much.

Are some Centers faster than others? I got my IOE # 2 days ago, expecting the physical mail either Monday or Tuesday.

Everyone seems to be complaining about Nebraska which was showing 11-14 months.

Perhaps this new way of scanning the documents and sending IOE case numbers like online filers get may be of some benefit but too early to tell.

Ah so this IOE thing is a more recent development? Because I recall when I got my own I-130 done, it was an MSC number

IOE was being assigned to all online cases vs paper filing. Wife had an IOE for her N400

My naturalization was also IOE. I was confused when I saw IOE for this since this is paper filing

Tourist Visa - She fills out a DS-160 online and pays the fee.

IR-5 - you fill out the I-130 and send it in with the fee - after you become a citizen.
