I don’t disagree.  That isn’t what I said. 

 

I wrote: Aside from  requirements for immigration    petitions  USA citizens aren’t required to file tax returns unless they owe taxes.

That's not all you said.  You also wrote, "Give the foreign earned income exclusion is about $100K, based on your posts you are fine."

 

The foreign income exclusion may mean she doesn't owe taxes but it does not mean she was not required to file.  We...don't know if she was or not.

Wrong. They are still required to file their taxes but they won't owe any taxes unless it's excess of 100K. But they are still required to file.

Yes, you are wrong and yes, the information is easy to find.  Maybe you have to re-read it since it isn't really up for interpretation.  Most government lingo is literal.  

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

But you were insinuating that if you make above the threshold and you don't owe taxes you are also not required to file your taxes, and my friend that is not correct.

Anyone making over $12,000 in 2019 will have to file taxes.  You can earn up to $100,000 in foreign income without it being taxable.  It would be impossible to earn $100,000 in foreign income and not file taxes because you don't make $12,000.  So over $12,000 is required to file whether those US$ are from domestic or foreign sources.  The tax liability may be different but you are required to file.

September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
