i still think looking to see how long people who are now getting their visa's have been waiting is horribly optimistic.

There  are online estimators, I have looked at them in the past and one of them has a date of 2102 F4 for someone from Mexico? So I take them with a bucket of salt.

Might want to consider what her income level will need to be if she want to sponsor 15.

Assuming F4 continues, effectively they will be looking at retiring in the US, will they have the resources to do so?

File and forget would be my advice. Worry about it nearer the time.

Don't matter, lack of $ resources hasn't stop anyone from getting a green card.  Sponsors usually find a way to furnish the i864.

oh okay, Thank you so much for your help

Another thing to add to the list is, when your mother dies, the whole thing dies with her. It sounds morbid and cold, but as far as immigration is concerned, she needs to be alive until their visas are approved. If she passes any time before that, no one can come.

I wish her, as Mr. Spock would say, "live long and prosper!"

I think that immigration reform might pass before your PD may be current so the law would be that to reduce backlog wait of many years.

That’s only one proposal. Another has been to simply void all petitions with a wait time of longer than a year at the time the legislation to abolish F3/F4 gets passed. It’s impossible at present to say what will happen, or when.

Where there is a will, there is a way. Somebody who really wants to make it happen will do exactly that, either directly or via a joint sponsor.

But not "anyone"....there's a decent number of cases on VJ where a visa was refused on the public charge grounds and they never overcame it (or if they did, they never posted about having done it). Usually, it sounds like they either no longer were together (i.e. fiance/spousal cases) or they decided it wasn't worth the effort to proceed.

Immigration reform has been talked about for eons. I think Congress has a full plate right now and immi reform is not an entree at the moment.

Would be reasonable to assume she was sponsored by a child, and there are exceptions depending how old you are and how long you have been a LPR.

Yes, it is possible to petition the siblings. Her are the guides:

https://www.visajourney.com/content/ussib
https://www.visajourney.com/content/ussibpet

USCIS Forms: https://www.uscis.gov/forms

The wait could be 15+ years, and this is assuming immigration policies don't get changed around. The risk is up to you, but I think it's worth it, even if just to file, forget, and have an option far down the road.

Hopefully

I have come across people who have had sponsored large families doing them on a rolling basis.

So 15 in this case, well for discussion.

Sponsor those who have best work opportunities, they come over and get  jobs which allow them to be joint sponsors for others.

Rolling in the family is the best method assuming it still is an option.   Hubby has 21 siblings ( with spouses and kids in many cases )

The plan is   file for the ones with advanced degrees first ,   ( although not all may want to come after all that wait )

file for the ones that are most wanting to come with good prospects  about 4 years later

file for most of the rest in another 4 years

not file for those with histories that would get them denied at all.

There is a chance that some group may not get petitions filed for them but things happen for a reason.   assuming no one dies there should be about 100 immigrants .   Talk about chain migration  (  lets not get started on the spouses filing for their relatives when they can ....  )

This will not be over quickly. You will not enjoy this.

That is pretty impressive. 1/650th of the annual allocation!

I question whether it makes sense from a Country perspective, but the opportunity is there so go for it.

You imply that you have not started the process? Or are you at stage 1.

I guess it depends what’s important. Would make sense to me to start with families at risk of having kids age out if you leave them till later.

21 siblings and families, wow, well I guess if you’re earning enough to have a household of ...100 people on your i864 at the end of the day, it’s ok... what even is that required income?!
