Just speculating, but I think this turned into a way too hot political potato for Foxx who is up for re-election in 2020 and was looking for a way to off-load it. That and promises from political higher-ups to back her re-election if she did them a favor. Possibly even promises of bigger and greater things to come.

I would imagine a party is secrelty being held for him somewhere for taking one for the team. Just like Dr Ford became a hero of the left for lying to the senate about Kavanaugh
